Laws and Regulations on Online Gambling in Sweden?

Regulation icon

Until very recently, state-backed SvenskaSpel was the only institution authorised by the Swedish government to issue licenses for all forms of offline and online gambling, thus legalising such operations. Since gambling activities became the subject of a state-owned monopoly, there have also been various attempts over the years to overthrow this monopoly. They failed, but things are now changing due to the fact that the European Commission started pressuring Sweden to introduce competition from foreign operators in its gambling industry.

In January 2019, Sweden’s reformed gambling bill came into force, opening the market for offshore operators and gambling companies. Whether international operators should be allowed to legally offer their services to the Swedish has been a hotly-debated issue for years in the forward-thinking Nordic country, but now things are looking more versatile and more transparent. As of January 2019, foreign operators looking to service Swedish punters must apply for and obtain a license issued by the Swedish Gambling Authority (Spelinspektionen).

The Swedish Gambling Authority is a very strict supervisor and will not hesitate to suspend licenses due to operators not meeting with the industry’s high consumer protection and regulatory standards. The laws are changing to reflect the needs of the Swedish population but the emphasis remains on customer protection and prevention of irresponsible gambling.

Certificate icon

At this point, a number of casinos which are licensed in other jurisdictions can still legally cater to Swede players, but they must adhere to certain regulations, such as limiting the number of bonuses they offer, having to give a three-second cooling-off period to players in between spins on slots and having to verify their players through Bank ID or Mobile Bank ID, amongst other details.

New rules from the Swedish regulator Spelinspektionen published in the fall of 2022 indicate that Autoplay in slots and reverse withdrawal will be banned in all casinos operating in the market. Further changes include:

– Casinos with a Spelinspektionen license must not offer players suggestions for their deposit, loss or time limits.

– If a player is logged in for more than two minutes without being active, they will be automatically logged out or asked if they prefer to stay logged in.

– Casino operators must now report the number of players who reached their time or deposit limits and the number of players who came back after being self-excluded.

Swedish Market Updates

  • September 2022: Swedish regulator says that the application process for B2B supplier licenses will start on March 1, 2023. Only suppliers that operate in legal markets will be eligible to apply for Spelinspektionen’s license.
  • September 2022: Spelinspektionen announces upcoming bans on Autoplay and reverse withdrawal features at casinos serving Swedish players.
  • March 2022: The Swedish government presents its new B2B software licensing system and license renewal fees for online operators. The application fee for suppliers should be SEK120,000, while costs for B2C license renewal should rise from SEK300,000 to SEK600,000.
  • January 2022: The Swedish government announces that gamers from Sweden can deposit a maximum of SEK 4,000 per week. The measure should last until June 30, 2022, and is an additional attempt to control online gaming during the pandemic.
  • November 2021: Swedish online gaming market rises 5% in Q3 2021. There are now 95 companies in Sweden with active gaming licences.
  • June 2021: Covid-19 measure not yet lifted, will remain in place until November 2021, at least.
  • June 2021: Swedish government opens a consultation on the proposal to subject gambling advertising to similar requirements that already exist concerting advertising alcohol.
  • January 2021: Swedish government opens a consultation on the prohibition of gambling advertising between 6am to 9pm and the introduction of a B2B licensing regime.
  • July 2020: Temporary regulations in response to Covid-19, restrict deposit and loss limits (casino only) and total login time.

Are You Required to Pay Taxes on Winnings?

Taxes icon

Tack och lov, Swedes and foreigners playing at Swedish casinos don’t have to pay taxes on their winnings. Ever since the Swedish Gambling Tax Act (2018:1139) was passed, operators have had to pay 18% of their gross revenue in the form of taxes. Keep in mind that this refers to each calendar month individually and not the whole year like in some other countries.

As a player, you should also know that Skatteverket might take an interest in your activities if you play at offshore sites. In that case, your winnings might be treated as taxable income and subjected to a 30%+ tax rate. Any international transactions exceeding 150,000SEK/year are automatically reported, too.

This is not legal advice, and CBM is not liable for the actions of its readers. If you want to be safe, hire a Swedish lawyer or tax advisor.

Can Casinos That Accept Swedish Players Be Trusted?

Handshaking icon

Undoubtedly, casino brands licensed by the Swedish government are to be trusted. But what about the ones that aren’t? A healthy dose of caution should exist, but as long as you play at licensed websites you will not be doing anything illegal or potentially dangerous. Casino sites licensed by Gibraltar, Curacao or Malta are equally legitimate and ought to provide you with a safe and fair gambling environment.

Sweden is the third-largest country in the EU, so companies running online casinos and doing business in the industry would obviously love to join the Swedish gambling market. Sites that haven’t yet obtained the Swedish Gambling Authority aren’t necessarily a bad choice.

Fair gaming icon

They may have chosen not to pay the fees and the taxes imposed by the Spelinspektionen. One way or the other, a casino can be considered reliable if a well-regarded authority supports it, whether it is the Swedish Gambling Authority, MGA, UKGC or Gibraltar.

Naturally, picking out casinos online licensed by the Spelinspektionen is in your best interest as a Swedish player. By doing this, you can be certain that the casino operates under the current laws and regulations of your country. Not only will this website be the safest for you but it will also offer the most secure and best-performing banking options available in Sweden.

Local Payment Methods to Consider

Sweden banking icons

We do love exploring casino options, looking at new games and testing various gaming platforms, but most of all we love checking out different deposit and withdrawal methods, comparing them and rating their performance. You will agree that banking is one of the most relevant aspects of every casino, and the best Swedish casinos must contain the best Swedish online casino banking options. You Swedes have a wide selection of payment solutions at your disposal, yet we find options such as Nordea, Pay N play (Bank ID), Swish and Zimpler (former PugglePay) to be overly satisfactory.

These banking methods focus their services more locally and achieve a higher level of convenience and efficiency when compared to international banking systems. Nordea is a leading Nordic provider of online banking services, whereas Bank ID has over 8 million users in Sweden. Swish is an excellent mobile payment solution that operates with the Swish app and the Mobilt BankID Säkerhetsap. Zimpler follows closely, as another easy-to-use payment option that allows all Swedish smartphone users to make a casino transfer online using their mobile device and pay within 14 days from receiving the invoice. This solution does not affect the user’s phone bill, comes across as very flexible and provides safe financial transactions – exactly what a Swedish mobile casino player needs.

Depositing with SEK Currency

Swedish krona symbol

On top of being able to use secure and efficient payment methods, we assume you would want to make payments and receive money in your own currency. Even though the Swedish Krona isn’t as widely accepted as major tenders like Euro, British Pound or US Dollar, Swedish online casinos will make sure to support local Scandinavian currencies. Using Euros is also an option, but since you can make use of a number of casinos that let you make deposits, wager and collect winnings in SEK, why not do it? There will be no exchange fees to worry about and you can start playing right away with full control and understanding of your gambling budget dynamics.

Top Land-Based Casinos in Sweden

Land-Based Casino icon

From the sleek and stylish Casino Cosmopol Stockholm to the modern and chic Casino Cosmopol Sundsvall, Sweden is world-renowned for its land-based venues. In this section, we’ll be listing all four of them, as well as showcasing their design, available games, and any other facilities the venue might have. Whether you’re looking for a casual night of gaming or a luxurious getaway, the following casinos have a little something for everyone:

Casino Cosmopol Stockholm

Located in the heart of Stockholm, Casino Cosmopol Stockholm is the largest casino in Sweden. The interior is designed to be luxurious and sophisticated, with elegant chandeliers, marble floors, and plush furniture. If you want to feel like a member of the royal family for a night, this is the perfect place to do so. It’s your choice: do you want to play blackjack, roulette and poker at one of 100 gaming tables or try one of the 500 slot machines? In case you get bored or hungry, Casino Cosmopol Stockholm also has three bars and a restaurant. As for accommodation, there are plenty of hotels in the vicinity.

Casino Cosmopol Sundsvall

Moving a bit further north, we have a venue that’s been dubbed Sweden’s Monte Carlo. Even though there are only 15 gaming tables, Casino Cosmopol Sundsvall attracts thousands of locals and tourists each week. Visitors are most impressed by the location, as the building stands on what was once a 19th-century train station. Compared to other casinos in this list, Cosmopol Sundsvall is by far the best for poker. You can enjoy Texas Hold’em, 7 Card Stud and Omaha Poker, which is a winning combination in our books. If you want to give slots a try, there are 150 machines carrying the latest releases from several big providers.

Casino Cosmopol Malmö

There’s only one thing better than spacious casinos, and that’s spacious casinos that use that space smartly. It’s also one of the reasons why we can’t help but return to Casino Cosmopol Malmö whenever we’re in the neighbourhood. Before you enter, make sure to respect the smart/casual dress code. There’s also a 30SEK entrance fee, which must be paid each time you visit. As expected, most of the floor is devoted to the 240-strong army of slot machines. Alongside are 30 tables, including special ones meant for high-stakes poker games. If you want to spend the night, Elite Plaza Hotel and Hotel Master Johan will do just fine.

Casino Cosmopol Göteborg

Casino Cosmopol Göteborg sits near the coast of the North Sea and is a top destination for every travelling gambler. When it comes to the interior, it’s even more spacious than the Malmö venue. There are 40+ tables throughout the casino floor, with blackjack and poker taking center stage. The roulette wheels are some of the nicest you’ll ever see, and the baccarat table is impressive as well. Just like in Malmö, you’ll have to pay 30SEK and dress smart/casual in order to enter. In case you get tired from all the action, both the Elite Plaza Hotel Göteborg and the Comfort Hotel Göteborg will provide a good night’s sleep.

Most Famous Gamblers

Gambler icon

There’s no shortage of famous gamblers in Sweden’s history, and Viktor Blom is right near the top of this list. He’s one of the country’s best poker players and is best known for his online prowess under the name “Isildur1”. The wider public found out about him in 2009 when he was at the table for all ten of the biggest pots ever. Nowadays, this Göteborg native is still an active tournament and cash game player, looking to add to his $8 million in career earnings.

We also can’t forget about Martin Jacobson, can we? This phenom is the first Swedish player to ever win a World Series of Poker Main Event. He pulled it off in 2014 and walked away with $10 million, which is the fifth-largest single tournament payout in the sport’s history. This resulted in an award for The Best Tournament Performance of the Year. Nowadays, he mostly attends WSOP and EPT events with smaller buy-ins, rarely leaving without at least $10,000 in his pockets.

Fun Facts

  • About 70% of Swedes gamble at some time during the year. The most popular gambling activities in Sweden include Postkodlotteriet, V75, Triss, Lotto, Casino Cosmopol, Värdeautomater (Vegas) and Oddset, among other examples. An average Swede loses 2200 SEK on games per year.
